What does it mean to need interpreting services? Interpreting translates spoken words so someone else understands what was said.  This includes foreign languages as well as sign languages for the hard of hearing.

The goal of the interpreter is to convey meaning, not merely words. For example, an English speaker might speak in a "friendly" tone while speaking with their boss; however, that same person's tone could be perceived as very rude when talking directly to someone they do not know well or like at all. Interpreting's Two Primary Forms

Consecutive Interpreting 

The interpreter is within a few feet of the speaker. The speaker directs their speech at their subject until finished. The interpreter then interprets the message in the target language to the subject and vice versa.

This approach is utilized in certain scenarios which may include financial discussions, insurance claims, medical interviews, military training exercises, parent-teacher meetings, political asylum, clinical medicine, or assessments.

Simultaneous Interpreting

Simultaneous interpreting was developed by Edward Filene in 1925 with telephone communication in mind.

It's evolved to a point where it is now performed in the following manner. While the speaker relates their ideas, a pair of interpreters sit in a soundproof booth and relays the interpreted message. They use a microphone to transmit the interpretation to the audience’s headsets. The interpreter listens to the speaker, processes the words, and relays them concurrently. This manner of interpreting often takes place in larger settings than consecutive interpreting. Examples are:

  • Conference events
  • Diplomatic conferences
  • Exhibitions
  • Trade shows

Interpreters usually prepare prior to the event by reviewing the material. Despite this, the process can still prove extremely challenging. This method is best used for live events, as everything happens in real-time.

There are many different types of settings where an interpreting service may be needed including depositions, conferences, public meetings, conventions and lectures to name just a few. CIT Meets Your California Trial Requirements For Deaf or Hearing Impaired Person Interpreting

The need for an interpreter can be seen in any civil or criminal action, including traffic tickets. It may also occur when a juvenile court proceeding is being held and other alternatives to incarceration such as mediation are being used by police officers instead of jail time with rehabilitative programs like educational classes on parenting skills; all without the use of English so that communication isn't limited just because one party doesn't speak it fluently.

Under Cal. Evid. Code § 754, an interpreter must be appointed if a present and participating party or witness is unable to communicate fluently in the English language due to hearing impairment or linguistic limitations that affect speech comprehension; this does not include people who are able-bodied but wish their lawyer had assistance during questioning for personal preference reasons only - they can still choose whether or not to use interpreters.

The requirement of an interpreter applies in (a) any civil or criminal action, including an action involving traffic or other infraction, a juvenile court proceeding, a small claims court proceeding, a family court proceeding or service, or a proceeding to determine mental competency; (b) a court-ordered or court-provided alternative dispute resolution, including mediation and arbitration; and (c) an administrative hearing.

Under Cal. Evid. Code  § 754(d), an “interpreter” includes an “oral interpreter, a sign language interpreter, or a deaf-blind interpreter, depending upon the needs of the individual who is deaf or hearing impaired.” Pursuant to Cal. Evid. Code § 755(f), the interpreter must be “qualified”, as in “certified as competent to interpret court proceedings by a testing organization, agency, or educational institution approved by the Judicial Council as qualified to administer tests to court interpreters for individuals who are deaf or hearing-impaired.”
